All Hours All Voices launch new report, “Two Please!” The Case for Companion Passes in Greater Manchester 

All Hours All Voices are today launching a report setting out the case for the introduction of Companion Passes for disabled people across Greater Manchester’s transport network.

All Hours All Voices is a campaign group formed by Trafford North and Trafford South Foodbank organiser Joe Troop, which held its first meeting in October 2025. Since then, the group has campaigned successfully for the permanent removal of time restrictions on concessionary bus pass travel, and has now turned its attention to Companion Passes.

The report draws on case studies from South Yorkshire and Wokingham, where Companion Passes already operate successfully, alongside lived experience testimony from disabled people across the city region. It sets out three core asks: a +1 style pass that allows the holder to choose their own companion, eligibility based on self-identification of need rather than receipt of benefits such as PIP, and disabled people at the heart of designing and implementing the scheme.
